Gilles Peskine 14a3c5cf53 Test make lib with GEN_FILES off ...

Test that `make lib GEN_FILES=` works in a minimal environment (just `${CC}`
and `${AR}`). We promise that in `README.md`.

Non-regression test for #10335.
