Brett Warren 3a96d09898 export MBEDTLS_DEPRECATED from platform_util.h ...

Since there are no longer any alternative
MBEDTLS_DEPRECATED definitions in the codebase,
MBEDTLS_DEPRECATED can now be exported without breaking
anything.
