Valerio Setti d531dab4f6 check_config: let SSL_TLS depend on either CIPHER_C or USE_PSA_CRYPTO ...

TLS code already implements proper dispatching to either
builtin or PSA implementations based on USE_PSA guards, so we can
improve the check_config guards to reflect this.
