Gilles Peskine fa37961413 Rename OMITTED_SYSTEMATIC_DEPENDENCIES 
It isn't a set of dependencies, it's a set of symbols. So give it a
name that describes the symbol rather than a name that pretends it's a
collection of dependencies.
