This patch defends against no ENOTBLK definition.

libgm2/ChangeLog:

	* libm2iso/ErrnoCategory.cc (IsErrnoHard): Defend against
	lack of ENOTBLK.
	(UnAvailable): Ditto.
	(GetOpenResults): Ditto.
