Imports latest bug fixes from the v2.113.0 release branch.

gcc/d/ChangeLog:

	* dmd/MERGE: Merge upstream dmd d1fbbb1a2f.
	* expr.cc (ExprVisitor::visit (StringExp *)): Don't generate a
	STRING_CST for a mutable array type.

libphobos/ChangeLog:

	* libdruntime/MERGE: Merge upstream druntime d1fbbb1a2f.
