ada: Create a ghost region for pragma annotate

Create a ghost region for pragma annotate so that we are able to analyze
the entity references correctly inside the pragma.

gcc/ada/ChangeLog:

	* sem_prag.adb: Create a ghost region for pragma annotate before
	analyzing its arguments.
